One of the main tasks of an Ambassador is to report to his Home Country what is happening in their country of assignments. These reports are classified as Political, Economic and Socio-Cultural. The reports done by the Ambassadors are sent to the Home Office commonly known as the Foreign Affairs Department and go directly to the desks of the Assistant Secretary concerned of the said Geographical Region.
On the other hand, reports on military advances, weaponries, tactics, developments on war and any news that falls upon the purview of the military are made by the Military Attaches (Air, Naval and Military); also, reports on education, labor, immigration, trade and any news that are considered civilian in nature are reported by the Civilian Attaches. The reports done by the Attaches go directly to their respective agencies in the Home Country. It depends whether these Attaches will share the information they’ve gathered to the Ambassadors or Chief of Mission. This problem is being addressed by the Department of Foreign Affairs by using the One-Man Country Team Concept.
Intelligence Reports that need immediate attention by the Head of State and/or Government are forwarded to the National Security Adviser. The intelligence information is synthesized and is made part of the Daily Presidential Briefing and should be on the desk of the President at exactly 5am the next morning. The Daily Presidential Briefing is personally hand-carried by the National Security Adviser (in the case of the US Government, the CIA Director).
This task of the people in the Diplomatic Community falls under the classification of Espionage. It is highly convenient for the Ambassadors and their Attaches to do espionage since they are immune from local laws and jurisdiction through a diplomatic immunity. This concept was included in the Vienna Convention on Diplomatic Relations of 1961 and Vienna Convention on Consular Relations of 1963 and is inviolable in nature.
A perfect example of this report was done on March 31, 1971 during the Nixon Administration. The subject was “Some Positive Insights on Filipino Characteristics”. This report was used by the American Government to exploit the weaknesses of the Philippine Government and the Filipino Society in general. This report was done months before the declaration of Martial Law. However, the US Government through Ambassador Byroade, already have an idea that it will be declared anytime soon. They are just speculating whether it will be declared after the election of the delegates of the Constitutional Convention so that Martial Law can be justified through the creation of a new Constitution; or when the Congress goes to vacation where the lawmakers cannot intervene or make immediate action to stop Martial Law.

- SUBJECT : Some Positive Insights on Filipino Characteristics
Secretary Rogers has sent you a brief but remarkably perceptive report (Tab A)2on the political and social character of the Filipinos, prepared by the Political Counselor of our Embassy in Manila. It illuminates those positive and stabilizing aspects of Philippine society which we have been groping to understand, but which are so often lost from view amid the welter of daily events.
I agree with Secretary Rogers that this paper displays real insights. Its main points are as follows:
—There is no argument about the lack of visible progress in dealing with the Philippines’ major problems; graft and corruption,3 peace and order, the widening gap between rich and poor, government inefficiency, and the inadequacies of top leadership.
—If there is general agreement that Philippine society is seriously ill, there is also equally firm agreement that a revolutionary situation does not exist. The reasons for the “perverse stability of this noisy, poorly governed, disorderly, under-achieving society” are:
—There is a political system in the Philippines. The Constitution has been in effect for 35 years without suspension or having been rewritten by a “strong man.” Peaceful transfer of power repeatedly takes place. There is general agreement that the system needs revision, but there is equal agreement that the mechanism to bring about changes should be the Constitutional Convention.
—In other developing countries of Asia we are concerned because the provinces do not identify with the capital. This is definitely not the case in the Philippines. A good internal civil air network, a nationwide radio network, and an excellent newspaper distribution system provide good communication within this society.
—The Filipino is addicted to elections and if much energy is absorbed in the political game it fulfills the special purpose in the Philippines of serving to deal with the oriental problem of face. The Filipinos are unusual in Asia for knowing how to find a respected place for defeated ex-Presidents.4
—The Philippine press helps drain off revolutionary pressure. This is a compulsively open society, where the life span of a secret is measured in hours. Scandals are hyper-ventilated. After a while this produces not indignation but boredom. A comparable phenomenon is indifference to student martyrs. The normal level of casual violence is so high in the Philippines that there is no general sense of outrage when a few students are shot.
—The private sector of the economy works well. The road to wealth is open to the ordinary dishonest man. In most of developing Asia this road is controlled by the military.
—The Filipino is less interested in good government than in government that is good to him. Like a gambler in Las Vegas, the system may wipe him out, but he is no more interested than the gambler in changing it. Tomorrow he may strike it lucky.
—Sheltered in his extended family system, linked by dual tires of loyalty and obligation upward and downward in the social structure, the Filipino is almost never alone, either actually or figuratively. The individual loneliness and alienation that is deeply troubling the society of the West is almost unknown in the Philippines. This is perhaps the essential reason why the average Filipino is optimistic about the future. To the despair of the revolutionaries, he has not lost his sense of humor, he is not bitter.
—What are the limits? How much more can the long-suffering Filipino take before he accepts the arguments of those favoring violent change? Consensus for change develops slowly in a democracy, and if the needed change is basic as it is in the Philippines, it often takes a severe crisis to generate and sustain the consensus.
—The alternative to peaceful reform in the Philippines is probably not revolution but anarchy. Those who try to end the anarchy may come from either the Right or Left but they will have to accept the fact that the Filipino will not tolerate too much government. He will be intractable and rebellious if his individualistic way of life is denied him.
—The democratic values which the U.S. planted in the Philippines have now assumed their own indigenous forms. The roots are deep and if we have faith in the capacity of our own society to change and survive, we cannot give up hope for the Philippines.5

To exploit these weaknesses, the American Government would send CIA Operatives to the country and create problems for the State. The CIA Operatives often have a Diplomatic Cover in order to be protected from local jurisdiction; sometimes these covers can fall under the classification of Academicians, Businessmen, Economists, Language Professionals and other professional jobs.
These CIA Operatives would create scenarios that would put the government in a grave situation; Most, if not all, of these operations fall under the classification of State-Sponsored Terrorism. This in turn would make governments ask for American support in addressing these problems. This will create a climate of dependence to American backing. Of course, this American support should be reciprocated. This could be in a form of Military Bases Agreement, Visiting Forces Agreement, Economic Reformation and other agreements that would mainly benefit the US Government.
The prominent CIA Operative in the Philippines during the Third Republic was Colonel Edward Lansdale. He had helped the Philippine Government to address rebellions by Huks, the Communists and other insurgents in the country. There are also speculations that the Presidents of the Third Republic mainly won the national elections through his operations. His presence in the Philippines signifies American support to the sitting President. His term of duty in the Philippines ended after the first victory of President Ferdinand E. Marcos.
Government Operations are very interesting. Whatever the action of the Government as long as it is for the benefit of the State, it will always be justified. Very true of the Machiavellian Principle that the State will always be above among other else. The end justifies the means. Interest governs everything including State interests. We, the Filipino people, even don’t know half of the operations of our own government. We’re not sure whether the steps they are taking are really of public interest or their own self-interests. All we can do is to believe that they are acting on our behalf and have faith that they are doing what is best for our country, the Philippines.
